Steps:

28 N-Hydroxy-3-methylpicolinimidamide

To a solution of 3-methylpyridine-2- carbonitrile (1.00 g, 8.46 mmol) and TEA (1.71 g, 16.92 mmol) in EtOH (15 mL) was added NEEOEEE1C1 (559 mg, 16.92 mmol). The mixture was stirred at 80 °C for 16 h. The reaction mixture was concentrated under reduced pressure to give a residue. The residue was diluted with LEO (20 mL) and the aqueous layer was extracted with EtOAc. The combined organic layers were dried over anhydrous sodium sulfate, filtered, and concentrated under reduced pressure to give N-hydroxy-3-methyl-pyridine-2-carboxamidine (1.20 g, 7.86 mmol, 93% yield, 99% purity).
